Brazil: Lula's third path
Despite the Brazilian government's involvement in numerous scandals in recent years, support for President Lula remains high. This is partially due to the notoriety obtained by the social policies undertaken by the President since the beginning of his first mandate. In addition to his previous welfare programmes, the most recent response to Brazilian backwardness has been the presentation of a Programme of Accelerated Growth, which promises an average annual increase of the PIL by 5% and a Plan for the Development of Education, set to put Brazil on the same level as developed countries in an educational sense. According to Lula the investment in the improvement of life conditions for the poorer classes should help to promote economic growth and fight against crime, which is one of the country's principal problems.
